Google’s new data center (VLB-1A) in Skien is currently in an intensive construction phase, with work on the steel framework and exterior installations progressing well. The first phase of the project is expected to be completed by the summer of 2026. As specialists in accommodation for the data center industry, Forenom is providing housing solutions for the workers, while ECOVIS has been involved in the project from the start, assisting with work permits for employees and ensuring compliance with Norwegian laws and regulations.
A large workforce from both Norway and abroad
The construction of the data center employs between 1,100 and 1,500 workers at its peak. The workforce consists of both local and international skilled workers, project managers, and engineers. Nationalities represented in the project include Norwegian, English, Irish, Dutch, Austrian, Finnish, Swedish, Serbian, and Polish workers. While the groundwork, road construction, and site preparation have mainly been carried out by Norwegian companies, the actual construction and installations are being handled by a diverse, international workforce.
Forenom ensures flexible housing solutions
Since the summer of 2024, Forenom has been providing accommodation for workers involved in the project and is increasingly assisting more companies with tailored housing solutions. Currently, Forenom is housing nearly 100 workers, ranging from executives to construction workers, and expects this number to grow in line with the project’s progress.
“We are seeing a steady increase in demand for flexible housing options for both short- and long-term stays. Our role is to ensure comfortable and cost-effective solutions that meet the needs of workers and companies,” says Juha Hämäläinen, Head of Projects at Forenom.

ECOVIS provides legal and administrative services
ECOVIS has been involved in the project from the start, assisting with the recruitment of project managers, handling work permits, and ensuring that companies comply with Norwegian laws and regulations.
“Google’s data center project is a complex and extensive construction project where it is crucial to keep track of regulatory requirements. We help companies with compliance, tax issues, and immigration procedures for employees,” explains Mathias Dyve Simenstad at ECOVIS.
